Abstract

Public security is one of the fundamental pillars of any democratic state governed by the rule of law and a key human right. In Angola, the preservation of public security has been embraced as a strategic responsibility of the State, particularly in alignment with the rights, freedoms, and fundamental guarantees of its citizens. This article analyzes the legal, institutional, and operational framework of public security in Angola, highlighting policies, challenges, and best practices in its connection with human rights. The recent experience of the Ministry of the Interior, including the public recognition of exemplary agents for their contributions to peace, national reconciliation, and institutional consolidation, underscores the importance of ethical and professional commitment in the sector. The study shows that despite institutional and normative progress, structural challenges remain, such as urban crime, youth unemployment, poverty, and a weak relationship between the police and communities. It concludes that building a secure environment that respects human dignity requires a collective and continuous effort in reform, civic education, and the strengthening of social trust.
