Towards Strategic Design of a Reform to the Modernization of Public Administrations

The reform to the modernization of public administrations is an issue which have been discussed by high level state authorities, as well as academically. Based on a review of documents from both sources, the aim of this article is to outline guidelines for the strategic design of reforms in order to update public administrations. It starts with the importance and origin of strategic management. Follow with definitions of “strategy” and “key results areas”as well as the traits of strategic decisions. Continue with desirable qualities of public administrations, factors which could damage their strategic decisions and actions, and how to prevent them. Go on with the content that should have the strategic design, documents to consider to elaborate it, implications in civil servants’ executives and employees training, strategic prospective as recommended methodology to do it, some experiences on design and implementation, and frequent mistakes to avoid. Conclusions generalize the above mentioned and it is recommended to evaluate the feasibility of a training with a pedagogic strategy of “learning by doing”.
